Ajax declared operational – then grounded again

Ajax has become the most visible example of what happens when a programme is allowed to continue long past the point where fundamental questions about fitness for purpose should have been asked.

We asked back in December whether the Ajax programme could be saved. The answer, it turns out, is: sort of, briefly, then not quite.

In November 2025, the Ministry of Defence announced that Ajax had finally achieved Initial Operating Capability – a significant milestone for a programme that had spent several years synonymous with noise-and-vibration complaints, missed deadlines, and increasingly uncomfortable parliamentary questions. IOC meant a full squadron could deploy on operations. It was the first meaningful good news the programme had produced in years, and it was received accordingly.

Within weeks, training was suspended.

What happened

During a training exercise in late November, a number of personnel reported symptoms linked to noise and vibration – the same issues that had plagued the programme during development. Training and exercising was paused, and Reliability Growth Trials were suspended pending investigation.

The Army Safety Investigation Team completed its report by April 2026. The findings were, in a narrow technical sense, somewhat reassuring: recorded levels of noise and vibration were below legal exposure limits, and the symptoms arose from a combination of factors rather than a single identifiable engineering fault. Training subsequently resumed.

But “below legal exposure limits” is a low bar for a vehicle that is supposed to put crews through extended operational use. The fact that symptoms continue to appear after years of development work and a declared IOC is not a detail that can be brushed aside. These are reconnaissance crews operating for extended periods in a platform that cost £5.5 billion – the largest single armoured vehicle order in UK defence history for more than two decades.

Where the programme stands

The British Army is buying 589 Ajax vehicles across six variants: the core Ajax reconnaissance vehicle, the Ares personnel carrier, Athena command and control, Argus engineer reconnaissance, and the Atlas and Apollo recovery and repair platforms. Deliveries have been ongoing, with 147 vehicles delivered into the Army by early 2026, and the MoD has committed to delivering a further 110 platforms in 2026 with the remaining 297 expected by 2028.

The 40mm CTAS cannon – a genuinely capable weapon system – remains one of the programme’s genuine strengths. The vehicle’s digital architecture and sensor suite are competitive. The platform, when it works, is broadly well regarded.

The problem is that “when it works” has been the operative caveat for too long.

The procurement lesson nobody wants to learn

Ajax has become the most visible example of what happens when a programme is allowed to continue long past the point where fundamental questions about fitness for purpose should have been asked. The MoD’s own Defence and Security Industrial Strategy talks about procurement reform; the National Audit Office has repeatedly flagged the same systemic issues. And yet a vehicle that cannot be reliably used for training without generating safety incidents has been declared operational and is being delivered at scale.

There are reasonable grounds for cautious optimism – the investigation found no single catastrophic fault, the delivery programme is moving, and the platform’s core capabilities remain sound. But the Ajax saga has illustrated, in expensive and painful detail, the cost of prioritising programme continuity over honest assessment. The Army needs its armoured reconnaissance capability. It deserves one that works.
