The Royal Navy’s new hybrid fleet: meet the Type 91, 92, 93 and 94

The recent Defence Investment Plan outlined an important decision for the Royal Navy: the cancellation of the Type 83 destroyer, and its replacement with something genuinely new - a Hybrid Navy built around a family of autonomous surface and underwater platforms. The case for the Hybrid Navy is coherent, but its execution remains to be seen.

The Defence Investment Plan, published on 29 June 2026, contained a great deal of headline-grabbing material. But for the Royal Navy, one decision stood above all others: the cancellation of the Type 83 destroyer, and its replacement with something genuinely new – a Hybrid Navy built around a family of autonomous surface and underwater platforms.

The headline number is £1.3 billion over four years. The vision is considerably more ambitious than that figure suggests, it also encompasses the Future Air Dominance System (FADS) – Read our Quick Guide on FADS here.

What the Hybrid Navy actually consists of

The DIP introduced four new uncrewed platform types, designated by type number in the Royal Navy tradition:

Type 91 is an uncrewed missile platform approximately 70–75 metres in length – a sizeable autonomous surface vessel capable of carrying and firing missiles without a crew. It is, in effect, an unmanned strike ship.

Type 92 is an autonomous anti-submarine warfare (ASW) platform of around 90 metres. ASW is among the Royal Navy’s most critical missions – finding and tracking submarines is the core purpose of the Type 26 programme – and a dedicated autonomous ASW vessel would extend the service’s ability to conduct persistent undersea surveillance without the crew costs and logistical demands of a crewed frigate.

Type 93 is an extra-large uncrewed underwater vehicle (XLUUV) designed to support crewed submarines in anti-ship operations. At this scale, an XLUUV is not just a sensor – it can carry its own weapons, acting as a persistent undersea strike platform that operates alongside SSNs.

Type 94 is an uncrewed radar and sensor platform of around 100 metres and up to 3,000 tonnes – essentially an autonomous picket ship for fleet and homeland air defence. It would provide persistent radar coverage without the cost of a crewed destroyer.

Alongside this unmanned family, the DIP confirmed the construction of at least six Common Combat Vessels (CCV) – crewed ships that will serve as command nodes for the autonomous platforms, directing and coordinating the unmanned assets around them.

The destroyer that wasn’t built

To fund this vision, the Type 83 destroyer – the planned successor to the Type 45 air defence destroyer – was cancelled. The Type 45s will now remain in service into the 2040s, with the DragonFire laser weapon being fitted to at least two ships to supplement their air defence capability against drone and missile threats.

This is a significant gamble. The Type 45s, while genuinely capable air defence platforms, are ageing ships with well-documented propulsion system issues (the Power Improvement Programme has addressed some but not all of them). Extending their service lives for another two decades while relying on autonomous platforms to fill the capability gap is a bet on the maturation of technology that doesn’t yet exist at the required scale.

The case for and against

The case for the Hybrid Navy is coherent: autonomous platforms are cheaper to build, operate, and risk than crewed ships. A Type 91 missile vessel costs a fraction of a crewed destroyer, doesn’t require feeding, resting, or medical care, and can be put in harm’s way without the political consequences of crew casualties. Distributed autonomous fleets are also harder to attack and destroy – sinking one node doesn’t degrade the whole network.

The case against is equally coherent. No navy in the world has operationally proven autonomous surface vessels at this scale. The construction dates for the Type 91–94 platforms are, as of summer 2026, “not yet determined”. The CCV, which needs to exist before the unmanned fleet can be properly commanded and controlled, has no confirmed build start date either. The Royal Navy is being asked to plan for a fleet structure built around technology that is still being demonstrated.

Navy Lookout, summarised the position accurately: this is a bold bet on the future that leaves the Navy in an uncomfortable in-between state – the old destroyer being retired before its replacement capability is proven, and the new autonomous platforms years away from operational service.

Whether it pays off will depend largely on delivery timelines that the Government has so far declined to specify. For now, the ambition is clear. The execution remains to be seen.
