Watchkeeper Retires, What Surveillance Capability Does Corvus Offer the Army?

After more than two decades of delays, disappointment, and dwindling ambition, Britain's Watchkeeper drone programme is finally drawing to a close. What surveillance capability does ots replacement drone, Corvus, offer the Army?

The Watchkeeper drone is scheduled to be retired in March 2027, which will mark the end of one of the most troubled procurement stories in recent British defence history, and, if the Ministry of Defence’s latest announcement is anything to go by, the beginning of something considerably more promising.

On 3 August 2026, the MoD confirmed that Portuguese-founded, UK-based autonomous systems company Tekever had been selected to deliver CORVUS: the British Army’s next-generation surveillance and reconnaissance capability, built around the company’s existing AR5 platform. The contract is worth up to £400 million over ten years. It is a significant bet, but after Watchkeeper, the Army could hardly afford another disappointment.

The Watchkeeper story: A cautionary tale

To understand why Corvus matters, it helps to revisit just how comprehensively Watchkeeper failed to deliver on its original (or indeed, any) promise.

The programme began in earnest back in 2005 with a £775 million contract awarded to U-TacS, a joint venture between Thales UK and Elbit Systems of Israel, with plans to field 54 aircraft derived from the Israeli Hermes 450 platform. The first flight took place in Israel in 2008. British soldiers did not receive the aircraft until 2014, nine years after contract award, and several years behind the original schedule. By the time it entered service, the Army had committed close to £1 billion to the programme.

The operational record that followed was at best dispiriting. During deployment to Afghanistan, Watchkeeper logged just 140 total flight hours across four systems, a fraction of what was needed to prove its worth. Its all-weather performance was described as “particularly inadequate in Afghan conditions,” and its radio datalink limited the aircraft to operating within 100 miles of its ground station. Between 2014 and 2022, eight aircraft were lost in crashes. Over the four years from 2018 to 2022, the fleet accumulated just 1,191 flying hours. against an annual target of 6,000.

Of the 54 aircraft originally procured, only 13 remained in serviceable condition by the time retirement discussions began in earnest.  With zero confidence in the platform’s operational utility the Army declined to offer the survivors to Ukraine. Withdrawal, originally planned for March 2025, was pushed back twice: first to March 2026, then to March 2027, as the MoD worked to ensure its replacement was in place. The army’s ageing eye in the sky was, in the end, mostly kept alive on life support while it waited for something better – and pursuing that analogy, it was also an eye in the sky that always had cataracts even when it was ‘operational’.

Enter Corvus

The contrast with Corvus’s pedigree could hardly be more stark. Tekever’s AR5 has accumulated more than 50,000 operational flight hours in Ukraine since 2022, flying persistent intelligence, surveillance, and reconnaissance missions in one of the most contested and electronically hostile environments on earth. That is not a test range figure or a manufacturer’s estimate. It is a number earned in an ongoing war against an adversary with sophisticated electronic warfare and air defence capabilities.

The AR5 is a medium-altitude, medium-endurance fixed-wing unmanned aircraft system with a 7.3-metre wingspan and a 4-metre fuselage. It cruises at 100 km/h, carries up to 50 kg of surveillance payloads, electro-optical cameras, synthetic aperture radar, maritime surveillance radar, and signals intelligence equipment among them, and can remain aloft for up to 20 hours at a stretch. Perhaps most significantly, it operates via satellite communications link, giving it an effective range in excess of 1,000 km: a quantum leap beyond the 100-mile datalink constraint that dogged Watchkeeper throughout its service life.

The aircraft can operate from short, unprepared airstrips, with an automatic takeoff and landing system that reduces crew workload and logistical burden. Initial deliveries to the British Army are expected before the end of 2026, with 24 systems planned to be in service by 2029, beginning with an initial tranche of six aircraft.

Comparison of Watchkeeper and Corvus

The capability gap between the two systems is striking when set out plainly.

Watchkeeper was a platform conceived in the late 1990s, derived from Israeli technology, built to an outdated specification shaped by the counterinsurgency campaigns of the early 2000s. It struggled with all-weather operations, had a severely limited radio range, and never got anywhere near its planned utilisation rates. Its procurement cost the UK nearly £1 billion, with relatively little operational output to show for it. In simple terms it was the wrong fit, out of date and never really fit for purpose.

Corvus, by contrast, brings genuine peer-conflict credentials. The AR5’s endurance of up to 20 hours dwarfs Watchkeeper’s capability, its satellite datalink makes the old radio-range limitation irrelevant, and its 50 kg payload capacity enables a wider and more sophisticated suite of sensors. The system has been hardened by real-world operations in Ukraine, including demonstrated resilience against GPS jamming and electronic warfare, precisely the environment the Army’s future planning assumes it will need to operate in.

Critically, the Corvus contract also includes a sovereign industrial dimension that Watchkeeper, for all its domestic branding, never quite achieved. Production and support will be based in Swindon, with Tekever’s UK subsidiary anchoring the programme. Defence Secretary Wes Streeting made a point of emphasising this at the announcement: “Proven in Ukraine and designed to protect British soldiers globally, we’ve chosen the UK-based TEKEVER AR5 drone.”

Questions and caveats

Of course none of this means Corvus is without risk. The Army is acquiring an initial fleet of just six aircraft, a pretty modest start for a programme of this ambition, and the full 24-system fleet is not due until 2029. The total contract value of up to £400 million over ten years sounds substantial, but the original Corvus tender was priced at around £130 million; the higher ceiling suggests either ambition or contingency, and it will be worth watching which way that evolves.

There are also broader questions about integration. Watchkeeper’s long and unhappy service life partly reflected the Army’s institutional difficulty in absorbing and operating unmanned systems at scale. Corvus will need trained crews, maintained ground control infrastructure, and doctrinal frameworks to exploit its capabilities fully. The British Army’s track record in that regard has been mixed but must change.

The AR5’s success in Ukraine has been under Ukrainian operational conditions with Ukrainian crews. The transition to British Army use, with British support and maintenance chains, will require careful management. Tekever’s CEO Ricardo Mendes has spoken of the programme as validating a vision of “operational experience, AI-enabled autonomy and sovereign industrial capability”  but translating that vision into sustained British operational output is the work that now lies ahead.

What this all means

The retirement of Watchkeeper is, in one sense, simply the belated closing of a chapter that should have ended years ago. The programme was a product of its era: a cautious, expensive, domestically-compromised attempt to field an indigenous capability that ultimately delivered too little, too late, at too great a cost.

Corvus represents a different kind of bet, on a system that has been tested where it matters, by a company that has built its reputation on delivering capability in austere conditions rather than in laboratories and procurement negotiations. The £400 million ceiling, the 10-year horizon, and the Swindon production line all suggest an MoD that, for once, is thinking about sustained capability rather than just a platform purchase.

Whether Corvus avoids the pitfalls that consumed Watchkeeper will depend less on the aircraft itself, which, by all available evidence, is very capable, than on the Army’s willingness to resource, integrate, and genuinely exploit what it is buying. The hardware, this time, looks right. The rest is up to the institution.
