The Defence Investment Plan: what it means, what it costs, and what it sacrifices

The Defence Investment Plan, published on 29 June 2026, outlines the imminent future of UK defence. It commits to spending levels not seen since the Cold War, bets heavily on autonomous systems and uncrewed platforms, and makes some hard choices about which capabilities to sacrifice. However, the headline numbers do not tell the full story.

The Defence Investment Plan (DIP), published on 29 June 2026, is the most consequential UK defence policy document in a generation. It commits to spending levels not seen since the Cold War, bets heavily on autonomous systems and uncrewed platforms, and makes some hard choices about which capabilities to sacrifice in order to fund the ones it prioritises.

It is worth reading carefully, because the headline numbers do not tell the full story.

The numbers

The DIP sits within the UK’s commitment to spend 2.5% of GDP on defence by 2027 – a target already exceeded, with NATO estimates putting UK defence spending at 2.6% of GDP in 2026. The Government has also committed to 3% in the next Parliament and 3.5% by 2035, aligning with a new NATO target. Total UK military spending in 2026 stands at approximately $92 billion – a substantial figure that reflects a sustained period of increase from a lower base.

Within the DIP, the headline commitments include:

  • £5 billion for uncrewed and autonomous systems over four years – the largest drone investment in UK Armed Forces history
  • £63 billion+ for nuclear deterrence and submarine programmes (Dreadnought, SSN-AUKUS)
  • £31 billion for air and space, including RAF Typhoon upgrades and GCAP
  • £8.6 billion for GCAP specifically over four years
  • £1.3 billion for the Royal Navy hybrid fleet

The big bet: drones over destroyers

The most striking single decision in the DIP is the cancellation of the Type 83 destroyer – the planned successor to the Type 45 – in favour of the hybrid fleet of autonomous vessels. This is a genuine strategic gamble. The Type 45s will now be expected to operate into the 2040s, substantially beyond their original service life, with DragonFire lasers and mid-life upgrades extending their relevance. In their place, a family of uncrewed surface and underwater platforms will, eventually, provide the strike and sensor capability that a new destroyer would have offered.

The word “eventually” is doing an awful lot of work in that sentence. No construction dates have been announced for the Type 91, 92, 93, or 94 unmanned platforms. The Common Combat Vessels that will command them also lack confirmed build dates. The capability gap between the retirement of the Type 83 concept and the delivery of mature autonomous replacements could be considerable.

What the DIP gets right

The autonomous systems investment is genuinely bold and probably correct in direction. Ukraine has demonstrated that the future of warfare involves cheap, numerous, expendable systems alongside or instead of expensive crewed platforms. The UK was behind the curve; the DIP represents a serious attempt to catch up, and the £5 billion commitment – backed by specific programmes like Project NYX and Storm Fighter – has more substance than many previous autonomous systems announcements.

The commitment to SSN-AUKUS at 12 boats is unambiguous and industrially significant. Submarine capability is the one area of the DIP that receives funding at a level broadly commensurate with its strategic importance.

The Typhoon upgrade – all 107 aircraft, rather than the 40 previously planned – is welcome and overdue. The ECRS Mk2 radar is a generational improvement in capability; fitting it to the full fleet rather than a subset makes the upgrade far more operationally meaningful.

What it defers or avoids

The DIP is notably quieter on land capability than on air and sea. The British Army’s modernisation requirements – Boxer deliveries, Ajax, the future of armoured warfare – receive less clear commitment than the maritime and air domains. Whether this reflects a deliberate strategic prioritisation or simply the political and industrial complexity of land systems procurement is unclear.

The space domain also receives criticism. Despite the growing military reliance on satellite-based ISR, communications, and navigation, several commentators and academic analysts have noted that the DIP’s space commitments fall short of what the UK’s actual dependence on space capabilities would warrant.

And the fiscal discipline required to deliver the DIP’s commitments while managing existing programme costs – including the ongoing Dreadnought cost pressures and the Ajax delivery tail – will require sustained Treasury commitment that is not guaranteed through political cycles.

The verdict

The DIP is a serious document that makes real choices. It is not the kind of hedging, all-things-to-all-people strategy document that UK defence planning has sometimes produced. It has a clear direction – autonomy, undersea, air – and it backs that direction with funding commitments that, if maintained, would represent a genuine transformation of UK military capability.

Whether those commitments are maintained through the next spending review, the one after, and the political uncertainties between now and 2035 is a different question. But for now, the ambition is clear.
